How to download and install the correct Python 3.10.13 version on Windows 10/11

Important note:

Make sure you run the following command in a Windows command prompt AFTER installation of Python 3.10.13 :

{your-prompt}\pip install numpy scipy [enter]

This packages need to be installed to run HLSVDpro properly.
